A dwelling approvals figure for a small area is not one number. It is three things travelling together: a value, the boundary version the value was counted inside, and the release it was drawn from. Most feasibility records store the first and drop the other two. For national totals that is usually harmless. For small areas it is not - and the Australian Bureau of Statistics has published the date on which the difference becomes visible across every stored series at once.

A terminology note first: an SA2 is a statistical area, often read as "the suburb", but it is not one - and that gap is the smaller version of the problem below.

3.5% of SA2s changed between editions, and they track the growth frontier: The ABS states the changes "mainly reflect population growth, largely on the edge of urban areas" - which overlaps the geography residential development works in. That is an inference about exposure, not a published rate.
The value itself is revised routinely: The July 2026 release carried annual revisions across July 2025 - June 2026, a net national revision of +320 dwellings. A figure exported in August is not necessarily what the same query returns in October.
The conclusion is a record shape, not a warning about the data: A small-area figure belongs in a record as (value, geography code, geography edition, series type, reference period, release date). Without the middle four, it cannot be reproduced or reconciled once the back series is restated.

What changed
Two things have happened; one is scheduled with a published date.
The July 2026 Building Approvals release went out on 1 September 2026, with the small-area layer attached as a machine-readable product: SA2 and LGA data cubes (Excel and CSV, plus Data Explorer access) were published for all states and territories, covering the 2025-26 and 2026-27 financial years. This is the layer a feasibility or site-intelligence workflow actually consumes: free, monthly, and the finest official granularity available - the ABS describes SA2s as "generally the smallest areas used for the release of ABS non-Census of Population and Housing statistics". For official catchment data, this is the floor; there is no finer substitute.
The geography standard those areas are expressed in moved to a new edition: ASGS Edition 4 covers July 2026 to June 2031, replacing Edition 3. Under Edition 4 there are 2,571 SA2s "covering the whole of Australia without gaps or overlaps", up from 2,473; counts rise at every other level too. The ABS reports 3.5% of SA2s changed between editions and 96.5% did not.
The approvals series has not adopted that edition - and the date it will is published.
The release notes state, in terms (ABS, Building Approvals July 2026, read 14 September 2026):
Read together these say something more specific than "boundaries changed". Until the January 2027 publication the whole approvals series - new months included - stays on the previous geographies. In that publication both layers change at once: SA2 restated back to July 2021 on Edition 4, and July-December 2026 LGA figures updated onto 2026 boundaries.
2026 LGA boundaries arrive late, so 2025 boundaries continue: "As 2026 LGA boundaries are not expected to be available until October 2026, LGA data for the period July to December 2026 will continue to be published using 2025 LGA boundaries."
The 2026 LGA boundaries are adopted in the January 2027 publication: "The 2026 LGA boundaries will be adopted in the January 2027 Building Approvals publication, and data for approvals from July to December 2026 will be updated accordingly."
ASGS Edition 4 is adopted in the same publication, and SA2 is restated back to July 2021: "Australian Statistical Geography Standard (ASGS) Edition 4 (2026) will also be adopted in the January 2027 Building Approvals publication. SA2 data will be re-published back to July 2021 using the updated geographic boundaries."
Why it matters
One edition now; a restated history afterwards: Because the approvals series does not adopt Edition 4 until January 2027, a year-on-year comparison pulled today is internally consistent - both years sit on the same geography. That is the opposite of what a quick read of "the geography changed in July 2026" would suggest, and it matters: the exposure is not in the comparison, it is in the storage. Every SA2 figure exported before that publication is stated on an edition the publication supersedes. A feasibility note written in September 2026 saying "this area averaged N approvals a month over the last three years" is making a claim against a boundary version and a release vintage it almost certainly did not record. Re-run the query in February 2027 and the number may differ - and the difference cannot be explained from the numbers themselves.
That is a restatement, not a correction: Both versions will be correct counts taken inside different polygons, which is what makes it hard to notice: no error, no flag, no data-quality incident - just a number that used to be one thing and is now another, and a record that cannot say why. One limit, stated plainly: this describes what the ABS publishes, not what exists anywhere. An organisation that kept its own dated exports may still reconcile afterwards; one that kept only values will not, because the pre-adoption series is no longer the series the ABS publishes.
The changed 3.5% is not evenly spread: The ABS attributes the Edition 4 changes to population growth "largely on the edge of urban areas". A statistical geography subdivides where population arrives, and on the urban fringe population arrival and dwelling construction are tightly coupled, since greenfield release drives both. The redrawn areas therefore track the growth frontier, which overlaps the geography residential development works in. The aggregate offers less comfort than it appears to: in established inner and middle suburbs the edition question may never bite, while on the growth front the national 3.5% share may understate how often it applies to your pipeline. That is an inference from the ABS's stated reason for the changes - no state-level or portfolio-level rate has been published or computed.
The standard and the statistics are currently on different editions: This follows from the two facts above rather than any single ABS statement: Edition 4 is the current edition of the geography standard, while the approvals cubes are still compiled on the previous one. A boundary file downloaded today from the current ASGS is not the geography the current approvals cube is counted inside. For anyone joining approvals data to mapping layers, catchment polygons or a GIS, which edition each side came from is a live question today, not one deferred to January.

What the data shows
The geography change, Edition 3 to Edition 4 (ABS, ASGS Edition 4 changes page, read 14 September 2026; the net change column is our subtraction of the two published counts):
The ABS separately publishes the share of areas whose boundaries changed: 3.5% of SA2s changed / 96.5% unchanged, and 1.3% of SA1s changed / 98.7% unchanged. These two measures answer different questions and are not used to check each other anywhere in this article. A boundary revision can split one area into several, merge several into one, or move a line between neighbours, so the net increase in SA2s is not the count of pre-existing SA2s whose boundaries changed. Because areas can split, an SA2 code that still exists after an edition change does not guarantee the polygon behind it is the same shape.

Why "one number" was never one number.
Before geography enters at all, the same reference period and publication can produce two directions (Building Approvals, July 2026 reference period, released 1 September 2026):
At state level the fork is sharper: in the same month South Australia's total dwellings approved (seasonally adjusted) rose +5.9% to 1,376, while its private sector houses (seasonally adjusted) fell -10.7% to 817 - a component against a total that also spans other dwelling categories, including public-sector dwellings. "Did SA rise or fall in July?" has no answer until the series type and the component are stated. None of these movements is a signal about anything; they are quoted to show the series-type field is load-bearing before the boundary question even arises. This article makes no claim about the direction of approvals anywhere. The net +320-dwelling annual revision is a rounding error nationally; at SA2 scale, where monthly counts are often single or low double digits, a revision landing in one small area is not - all three dimensions amplify at exactly the level where feasibility questions get asked.

What's driving the change
The boundary change has a stated cause, worth quoting rather than paraphrasing: changes to Mesh Blocks, SA1s, SA2s and SA3s "mainly reflect population growth, largely on the edge of urban areas". That growth is documented. Australia's estimated resident population reached 27,801,023 at 31 December 2025, up 412,500 people (+1.5%) over the year (ABS, released 18 June 2026). Net overseas migration contributed 301,000 and natural increase 111,500 - roughly 73% from migration (our calculation from the two published components). South Australia grew more slowly, +1.0% to 1,910.6 thousand - a state total that says nothing about how unevenly growth lands inside it.
Two limits. Population estimates are a lagging series (reference period December 2025, published June 2026), used solely as the ABS's stated background for the boundary changes. And nothing in them supports a demand inference: that growth concentrates on the urban fringe explains why the fringe gets redrawn, not what any fringe market will do next.

What this means for customers
On automation: this monitoring suits an agent, within the boundary we apply to every agent - it can watch the ABS release calendar, detect a new release or an edition adoption, retrieve the cubes, and draft a list of affected records with sources and read-dates attached - and a person confirms what any of it means for a decision. The cost asymmetry is the whole argument. Recording two extra fields at export time is close to zero effort; recovering them afterwards, from a spreadsheet that kept only values, is a research project.

January-readiness: When the SA2 back series is restated, can the system list which stored conclusions depended on the previous series?

October 2026 - 2026 LGA boundaries expected: Whether councils change the boundaries they work to operationally at the same time, and what that does to anything reconciled against council-sourced data, is worth checking locally rather than assuming.
January 2027 publication: Edition 4 and 2026 LGA boundaries adopted; SA2 data republished back to July 2021; July-December 2026 LGA data updated. The date on which stored small-area histories become reconcilable or unreconcilable, depending on what was stored.

Customer questions
Should we stop relying on the ABS small-area numbers?
No - the opposite. They are published, free, machine-readable, monthly, and the finest official granularity that exists. In general, as a record-keeping practice, store four more fields alongside each number rather than using the numbers less.
Are the two months of "the same area" I'm comparing on the same boundary version?
For SA2 approvals data published now, yes - the series does not adopt Edition 4 until the January 2027 publication, so current data and history sit on the same edition. What changes is that afterwards both are restated, so the comparison you make today and the one you make in February 2027 may not produce the same numbers.
Our analyst pulls this into a spreadsheet monthly. Is that a problem?
Not in itself. The narrower question: if someone disputes a figure from an old pack, can it be reproduced exactly - edition, series type, release? If the answer depends on memory rather than a record, that is the gap.
Our historical series will change on its own in January 2027. What should we do before then?
As a general record-keeping practice, add two fields to every export from now on: boundary edition and release date (or download date). Afterwards the pre-adoption series is no longer what the ABS publishes, so reconciliation depends entirely on what you kept and how it was labelled.
Does this hit South Australia specifically?
The mechanism is national. Exposure concentrates wherever population growth caused areas to be redrawn - by the ABS's description, the urban fringe generally. The ABS has not published a state-level split of the changed 3.5% and we do not assert one.
Can an agent keep this current for us?
It can watch the release calendar, detect new releases and edition adoptions, pull the cubes, and draft the affected-records list with sources and read-dates. A person confirms what it means for any decision. It does not publish feasibility conclusions and does not rule a version difference immaterial.

It says nothing about where to build, what any area's approvals will do next, or whether any market is rising or falling - approvals counts record decisions already made, and every monthly movement quoted illustrates series-type divergence, not a signal.
It does not show that ABS small-area data is unreliable; the data is reliable and its conditions of use are published.

One unresolved detail, disclosed: the July 2026 release page carries both "Released: 1/09/2026" and a separate "Release date and time: 08/09/2026 11:30am AEST". We use 1 September 2026 throughout and attach no time to it. The 8 September stamp is most likely a later page or product update, but we did not confirm that and nothing here depends on it.
